I would like to address your below comments:

A little over a month ago I was searching for a New domain host 
as I was unhappy with the lack of customer/technical support via
my old host. In my search I spoke to many different hosting 
companies, in detail, regarding my needs and exactly what I would
be doing. They all understood that I would be publishing my 
newsletter, Success Solutions Globalzine and that I keep on file
a record of every single "subscribe" request. (I send my ezine out
using Aureate Group Mail).

Although they completely understood what I am doing, they all had
the 2 complaint rule.  Basically, if they receive 2 complaints during 
the time they are hosting my site/providing ISP services, etc. they
would shut off all services. This could mean 1 complain this year
and another complaint a year from now!  They all say that spam is
in the eyes of the beholder and even if they agree with me that my
newsletter wasn't spam, because the person subscribed, they will
treat it as spam just because the complainer says it's spam.

This is an outrage! But there really isn't alot we can do about it.

Normally hosting companies don't let you speak to the "head guru"
webmaster but after lengthy discussions with the customer support
people, I was allowed to speak to the "guy in charge" with 3 of the 
companies mentioned above. All of them understood my concerns
and "agreed I would not be spamming by sending out an opt-in 
newsletter, but they are always concerned about losing their backbone
provider and have to be tough on spam". Hence the 2 complaint rules.

Although, they all agreed they would act first (shut off services), but
are more than happy to discuss reinstatement if this should happen
due to a confused subscriber, or 2 complaining because they forget
they subscribed.
