I don't know if every domain host considers you guilty until proven innocent.

But I do know from my search for a domain host that every single host I
spoke to, at length, believe that it is in their best interests to simply agree
with the complainer and consider it spam, Just because the complainer
thinks so. As I have been told many times by every host I've spoken to 
"Spam is in the eyes of the beholder." And that is how they treat it,
regardless
if they KNOW you aren't spamming. 

Every domain host I spoke to had the "2 complaint" rule for shutting off
services.  

Let me know if you ever decide to offer domain hosting, because although
I don't like spam, and won't spam, that does not protect me from subscribers
who "forget" they have subscribed, then complain. :(
