My e-zine goes out at about 20 or 21 K. It also depends upon what time of day 
you send it. During peak time they are quicker to send it as an attachment. 
You could try sending it in two parts if you can't cut the size of it.

I don't know about AOL stopping mail for spam reasons, I think in general the 
service is just poor and that's why some mail is never received.
