Making an HTML newsletter is pretty much the same as making
a web page.  Use an HTML editor or preferably a standard 
text editor (some HTML editors add extra coding that can 
lead to misinterpreted HTML in email readers)

MessageMedia recommends avoiding the use of frames, JavaScript
and DHTL. I believe this is because different email readers will
interpret the coding in a different manner so ones intended newsletter
layout may be altered. 

Try and keep the overall file size under 30K

Test your HTML newsletter in as many different email readers as
possible. Try and find the lowest common denominator coding wise 
that looks the best in all of them. 

Sign up for as many HTML newsletters as you can.  Look at the
source code to get some ideas on good coding methods
(In outlook, right click on the email message and "view source")

Of course, as has been repeatedly mentioned many times...
don't send HTML unless you know the recipient can view it or they 
will get a jumbled mess of garbledeegook in their email.  
Best practice s ask subscribers their preference as to text or 
HTML during he signup process. 
  
There are also service providers and tools that can send a multi-part
email message to deliver either HTML or text dependent upon the e-mail
readers viewing capabilities.  Just be aware that not all those that CAN
view HTML want to receive it due to increased download times and personal
preference.
