... and include advertising services and promotion of the ezine 
website as well ?  

Here are some ideas I'm thinking might add value:

- agree to grow the ezine readership, and do it by offering a service 
similar to NetEzines by Teknosurf where new subscribers from an
affiliate's site cost $0.40 each

- promote the ezine's site in search engines and in other
ezine directories, and by ad swaps in other related ezines

- create rate cards/media kits, and offer to prepare custom
tailor-made offers for advertisers and sponsors of the ezine

- offer a solution for the ezine owner to take payments for
ads and sponsorships of the zine

- maybe even sell ad space in the ezine for the owner

- offer to represent the ezines on a specific topic, say Health,
as a whole, sell ads across them, and share the revenue
proportionately with the participating ezines.

All of these might be easier for a service like your's which would
have the economies of scale to facilitate this kind of approach,
rather than the individual small ezine owner for whom it may
not be cost effective alone.

Just some ideas, tell me if I'm being silly :-)
