Penny,

We use subscription  cgi script called SubscribeMe Pro from CGI ScriptCenter
(http://www.cgiscriptcenter.com/). It's a whole system that adds/removes
subscribers, tracks clicks for advertisers, sending to the list and more.
The cost is $150 but it's some of the best money we have spent on the
site/newsletter to date.

Also.... I'd like to thank everyone who responded to my post concerning
tracking subscribers. It has been a real help.
