I can't help you on the banners, but we have newsletter publishers join our
network and we then send out a regular flow of paid ads to them at a fixed
CPM rate.  We give publishers a time window to run the ads in so they can
optimize their inventory use.

Its not quite like an agency, which is what you seemed to describe.  We
pre-sell the space.

Its quite a nifty arrangement.  We have TONS of ads to run - all we need are
quality newsletters with space (at a good price of course!).
