Someone else contacted me privately about such a scam.

In order to get 10 subscribers, someone could  conceivably be running your ad
for many days or weeks, which adds up to thousands of impressions.  Not much
fair return if they keep running your ad until they have sent you 10
subscribers, and then you give them 1 ad in return. That isn't much of a
reward for them.... it's more like making them pay through the nose for the
"privilege" of having one of their ads run in your newsletter.  You can do
what you want, but in my mind it's just another scam to get loads of free
advertising without giving much in return for those running your ads.

If you want to be fair, run 1:1 ads

That's just my own two cents' worth.
