Not sure where you have your website, but if it's with
one of the free website providers, getting your
website up and running, even if it isn't exactly what
you want is fairly starightforward.  Homestead and
Tripod have template driven approaches that make it
quick and easy.  Geocities is more complicated from my
experience and not that user friendly.

Once you've got your site up, feature your newsletter
and run your newsletter via Topica. Make the
newsletter an opt-in exercise, ie, people have to sign
up for it if they want it.  Then get over to the
announcement lists and submit your newsletter so
people can find it.  After a while, join an adswap
service so that you can swap ads with others.
