I'll respond to a few of your questions, at least.  Yes, I think
your idea is of interest!  I wasn't even aware of the problem
until you mentioned it elsewhere.  I'm sure others would like to
know the significance and the dangers of our current system.

A publisher who wants first rights on an article is trying to
avoid the 'me too' mass repro problem.  If you go with this type
of publisher, find out how long that exclusive agreement
lasts...until their publication carries the article is the norm.
Check how long that will be (next week or six months from now?).

Beyond that, you are free to republish it elsewhere...unless they
pay you for the article, in which case you have to negotiate any
possible republication since they have, in effect, purchased the
rights to the article.  I, personally, wouldn't tie up my article
for longer than a couple of weeks unless the situation was really
an extra special opportunity for wide distribution or to a highly
targeted audience I wanted to reach.  If the article is
time-sensitive, go for the paid market or mass distribute it as
quickly as possible and forget the exclusives on it.

There are several different approaches available on the internet
that address one or another aspect of website creation.  Most of
them purport to be 'complete' but aren't actually.  If you could
do one that would avoid many of the common pitfalls and take the
reader step by step from original idea to finished product ready
for promotion, you would have a good product with reasonable
prospects for success.

There are several good places to go about getting your article
picked up for reprint.  I'll look them up for you later (out of
my files) and share them with you.
