While many email readers "can" read HTML email,
    - some folks set their preferences to convert everything to plain text
    - just as with browsers, email readers can render HTML in their own
proprietary ways (the more you "style" your mailings, the more risk you run
that someone somewhere will be unable to read what you sent)
    - blind/print-handicapped email readers (the converting software, I
mean) need to be considered; many of them either convert to Braille or have
a voice synthesizer, many of  which read left to right, ignoring columns and
other visual clues that sighted people use -- a two-columned HTML newsletter
will make NO sense at all when read straight across from side to side.

If your goal is to provide pretty pages, go with HTML.
If your goal is to provide worthwhile and useful content for your target
audience, without alienating anyone due to presentation, stick with straight
plaintext.

And, too... consider your own time.  Along with creating content, do you
also have time for formatting headaches and tweaking your newsletter to
ensure broad accessability? I tried HTML for a while -- subscribers on AOL
were livid, as were others who don't get (or choose not to accept)
HTML/rich-text mail.  I gave it up after two months.
