I'm not (currently) running an e-zine, but from the readers point of view, I
have to say I hate HTML newsletters.

The things are huge and bulky, and I rarely read my mail online, so I just
get Outlook Express trying to dial-up every time it finds a picture. I can
stop it doing this, but then it won't reconnect automatically without my
asking when I am on irc.

I very much doubt 97% of people can view HTML e-mails fully. I mean, there
are more than 3% of people using AOL (unfortunately :) and they're viewer
can't read HTML emails properly....in fact - it has been known to cut off
the unsubscribe portion, so you get a lot of people complain that the list
wasn't what they thought, and they can't remove themself from it (anyone who
is on the Winamp discussion list will know exactly what I'm talking about
here!)

So as a reader, and future publisher, I've gotta say, unless you have some
reason, such as forms, that need a HTML newsletter, I would stick with plain
text.
