I don't know that a response from every publisher or even a large 
percentage of them is realistic.   I really don't think that it's a poor 
reflection on the publishers but a sign of how hard it can be to reach 
people with your message.  Our goal is to reply to every email that is 
personal in nature.  Considering how many articles for publication are 
mass emailed these days, I doubt that we respond to every writer (unless 
we publish an article).  Especially when we receive 5 emails with the 
same article to various addresses on our site that have been dredged.  

Obviously, you are sending to an opt-in list of people who have requested 
your work, but you can see what you are competing with.  A follow up 
email requesting feedback may be a good idea.  I have been developing 
online for years and I would have to say that 5 responses out of 40 is 
pretty good.  I wouldn't let the lack of response influence future 
relationships with these people.
