Several options on that question.

If you snail mail the *same* article to 40 print magazines - you need your
head read. You'll only do it once if -by chance - more than one editor
wants to buy first N.A. rights. You won't get a second chance with print
editors unless you are very, very, very good.

Single submissions - 

*If* the editor knows you - you'll always get an answer.
*If* you're established in the field - you'll always get an answer.

On the other hand, if you're not established or known - then

if you include a SASE, then you'll get at least an acknowledgement
if you don't include a SASE, then it depends on the magazine and the idea
you submit.  Good ideas get responses, others . . . 

Good magazines will usually send at least a postcard or the typical form
letter inside the SASE envelope.
Beginning writers who don't use SASE are already two strikes down before
they've started - some magazines will respond - others will ignore you. 

If you don't have the normal courtesies in the trade for beginners, you
haven't done your homework and most editorial departments aren't going to
spend the time to teach you the basics.

It all depends. :-)
