Yes, I'm one. My wife is one, and I personally know many others.
I receive some of my newsletters and other mail at my TheMail
account just because my main account is already overloaded.

Yes, TheMail, DOES have a referral program where you get
paid a little from those under you, 16 levels down. And there
may be a few instances where people create multiple accounts
in an attempt to fraudulently make a little money, since you don't
get paid for your own usage.

There are, however, a couple of problems with that concept.
TheMail is constantly on the lookout for multiple accounts and
has cancelled many people for attempting this. Secondly, you
really can't make much from such a tactic unless you open TONS
of mail or have many hundreds in your downline. I have over 900
people in my downline and they make me about 30 cents per 
day. 

There may be a few misguided people abusing the system at
TheMail, but they will be caught. I would not assume that all, or
even the majority of users at TheMail are illegitimate.
