I don't look at purchasing advertising or buying space in a directory 
like WorldWideLists or EzinesCentral as a sign that people are not 
publishing the best Ezine that they can.   Ezine owners can look at how 
many subscribers they retain and see what kind of job they are doing.  I 
treat my newsletter like a Magazine and regardless of how good the 
content is you will find that Magazines advertise a lot to gain greater 
circulation.  I would imagine that most people that are looking to pay 
directories are already doing or have already done the things that you 
have listed.  I don't think that there is any doubt that adswaps have 
lost some of their effectiveness and it takes a lot of time to find a 
good match and arrange fair adswaps.  I still do them, but I value my ad 
space so it has to be an even swap.  The great thing about the web is you 
can get a lot of exposure for free but there is nothing wrong with taking 
it to another level and actually paying for some advertising if you have 
the means to do so, and by doing so, it doesn't reflect poorly on your 
publication.  Content is King, publish what you know, swap ads, share 
articles...  I totally agree with that, but there is nothing wrong with 
exploring other possibilities.
