My two cents.

Mike, I actually like a news letter that allows me to
view a head line and a short synopsis.

Why?  I thought you'd never ask. :C)

1) HTML is fancy and looks great plus allows branding of
   your website if you keep the same theme but not everyone has DSL. :C(

2) Plain text newsletters drive me crazy, scroll, scroll, scroll.
   My eyes hurt and I'm tired of trying to delineate from the different
   stories.. ARgGH!  That is why they double space press releases.. As I
   subscribe to many newsletters so does an editor of any media plow through
   the many press releases everyday.

I would say do the entire newsletter that way.  Have the subscribers
go to a location of the stories.

I think this will solve your traffic problem as to subscribers
going to your site. Hope this helps.
