[epub] Scam or Scintillating Opportunity?

I was recently sent the following offer to participate in an
"affiliate" type ezine program.

This is how it would work:

I will set up groups of newsletters at my site, with five
news-
letters per group.  Advertisers opting to place their ad in
the
group your newsletter is designated to would have to
subscribe
to your newsletter and all others in that group.  You then
would
place their ad in your newsletter.  Chances are, this person
likes
your e-zine and will refer it to friends, and if their ad
gets a
good response will be back for more paid advertising.

Each newsletter would have to include the name and subscribe
address of the four other newsletters in their group with
the other ads coming from the network.  This will also
increase
subscribers to all of the newsletters.

I haven't determined the cost yet, but I'm thinking $10 per
group.  If each group averaged a total of 10000 subscribers,
the
advertiser would be getting a rate of $1 per CPM! (cost per
thousand)
If you decide to join the affiliate program, you would get
50%
commission off of each ad sale made through your link.

I wrote the person back saying that I thought a
dollar/thousand was pretty expensive and that I didn't think
many advertisers would be interested.  This is the reply:

I know advertisers will pay this, I was in a program similar
to this.  If you think about it, it's only $2 per ad.  There
aren't many newsletters that offer that rate.  If there are
let me know and I'll advertise in them! :o)
