You require an IP address just to browse the web. Every time you connect
to the Internet, your machine obtains an IP address. It's just that this
may be transparent to you.

It is possible to run Mercury with a dial-up connection. You just take
it down whenever you disconnect from the Internet. The documents do go
over, and mention, using it with a dial-up.

That said, it is a steep learning curve. This software is not for
everyone.

What type of connection do you have to the Internet? Dial-up? DSL?
Cable?  Some cable providers are very strict about running your own
server, and if they detect you doing so, they may shut it down. DSL or
dial-up may be less strictly monitored. What operating system are you
running on your computer?
