[epub] How to send out a newsletter?

I am starting a newsletter. How do i get it out to the 
subscribers? Is there a place that will do this for free
and if so how do i ask them? What services do they offer?
Do I have to have any special software or mail program?
Well, you know by now that I am a newbie and as green as
they come.(lol)
