I'm going to be a huge dork and plug my book: "Marketing With Email: A
Spam-Free Guide" which was written for people exactly like you.

As a free resource, you can send a blank email to vendors@ideastation.com
and get a list of vendors.

To actually answer your question: I'd recommend egroups, the free hosting
company that distributes this list. To get subscribers, you want
to use regular promotion the same way (not spam) that you'd promote a
product that cost money. It's just easier to get customers (subscribers)
because your product is free.
