NoteTab has a setting to automatically wrap the lines 
at whatever width you choose. 
Go to 
View: Options, click on the Documents tab, and you will 
see a place to check "Wrap to Column and a space to put
the width. 60 is a good number for ezines. Click Okay all
the way back out to your page. Then click on "Document" 
in the toolbar, and select Word Wrap. When you save, the 
returns should be there.

If you continue to have problems, try downloading the 
shareware program TextPad instead. While I love NoteTab 
and use it for everything from collecting info for my 
ezines to writing html, I use TextPad for my ezines 
because it has a few features that are better for that
purpose.
