I use http://www.dundee.net . They run Lyris software, which has
an easy to use interface with many good features. My list grows
at a rate of about 100 subscribers per week and it is easy to
manage them. Their base rate is $40 initial sign-up fee and
$25/month after that.

The only downside is that (at least, when I signed up) you must
commit for an entire year (you don't have to pre-pay). However,
their tech support is good and they initially set me up with a
free "evaluation" list with full access to all of the features so
that I could test it.

No affiliation, just satisfied.
