Hello, Todd, Marisa's suggestion is a good one. There are tons of others. One way to get in touch with several would be to go to your local high school and discuss the issue with the foreign student counselor there. I was heavily involved in EFFS for years quite awhile back. If you have students going FROM the USA as well as the other direction TO the USA, seek out the programs that offer two-way exchange. Many of them have newsletters that they publish. This may be an excellent resource for advertising. The reason I say that is that many of the students who come over here, or go there, also know other students who want to go one direction or the other. Many of the hosting parents, to whom the newsletters are often addressed, have children who are planning on becoming exchange students. Tons of potential leads! Check out Rotary International.
