$10 per issue? That's $25 CPM. Many publishers aren't even getting 1/10th of
that. Unless you have an extremely targeted list, you're not going to get
more than $1 CPM. The best thing for such a small list to do is run affiliate
ads until they reach the point where they can start to sell adverts, this is
usually somewhere around the 10,000 mark.
