There are two ways that I know of:

1. You design a line template that is 60 or 65 characters long and use that to measure each line and put in the hard breaks.

2. I use Ezine Assistant, a free program from Aesop, where you copy and paste your text into it and then format the whole block at one time. Ezine Assistant lets you set whatever width you want.
