Speaking personally, I have on occasion had to delay publishing my ezine by
a day or even a week.  I made a choice to NOT mention the delay, figuring that
if readers were looking forward to receiving it (which most of them did),
that delay would heighten their expectations - and I compensate by putting
out some extra special content.

There are many things that YOU as ezine publisher think are very
important - but readers couldn't care less about.  My suggestion would
be to not issue editorial comments, apologies or clarifications unless
the problem is really major, or many readers are complaining about
it.

Just my opinions, I'd be interested in seeing how many publishers
issue apologies/editorial notes about delayed issues.
