I can suggest two data bases--one from Gebbie and one from Bradley 
Communications.  You can find info on them at:

http://www.rtir.com   (click on "Publicity Products")

Each sells for about $300, but you can buy daily newspapers only on disk 
from Gebbie at about $100.    You might ask about how many records contain 
email addresses before buying any data base package.  Also, ask when it was 
last updated.  Even a very current email list will have 20 - 40% bounces.
