Paul,

As a former software developer for Microsoft and now as a founder/developer
of a email list service called EmailXtreme, I feel very comfortable saying
that there is no way you will get the software features you've outlined
below for $3,000.  Consider as an example what just the licensing cost is
for just Lyris MailEngine 20,000 messages/hour software - $500.  Keep in
mind this is just a license fee for a fast SMTP server - doesn't include the
source code and has far less functionality than you've scoped out below.

Any decent contract programmer goes for at least $50/hour, at least for
short term contracts, at $3,000 your talking only 60 hours of development
time.  One could easily spend 60 hours just sketching out the user interface
for a product with this feature set.  Additionally, who will manage the
project, serve as the contact person for the co-ops feedback, and then
distill this feedback into a form usable by the developer? That alone will
almost be a full time job, not to mention how bug fixes and future feature
additions and improvements would be handled.

I don't mean to sound too harsh but I believe that this thing could wind up
becoming an incredible burden and perhaps a legal liability should you
collect money from people and the programmer fail to deliver.
