Hopefully, I haven't misunderstood the original question about Topica.com sending out invitations. As I have experienced on Topica, when a publisher sets up a list, s/he is given an opportunity to tell some friends about it. The friend has to then confirm his/her intention to stay subscribed, and then the subscription is confirmed. As far as I'm aware, Topica never sends out mail on their own to promote a particular list/ezine. The invitation is merely a request to confirm the subscription request made earlier.
