That's the bottom line Frank.  SpamCop doesn't 'shut down' anyone.  They 
are a tool, they are a messenger.  Is it flawed?  Absolutely!  But the flaw 
is with the humans that use the tool, and the service providers that 
respond to the reports without investigation.

We host hundreds of lists, and occasionally we'll receive a complaint from 
a SpamCop user.  I don't know of a single case where we weren't able to 
communicate with Julian at SpamCop and get the matter resolved fairly 
quickly and easily.

As responsible publishers I believe we should be the most vigilant and 
aggressive in the fight against Unsolicited Bulk Email.  People are 
becoming more and more reluctant to subscribe to email publications because 
of the fear of being inundated with unwanted email.  People's in boxes are 
already overflowing with messages, so your email may be getting lost in the 
flood.  It is in our own collective best interest to combat UBE.  It serves 
no purpose to shoot the messenger.

People like "Tombo" that abuse the tool are the problem.  Not the tool itself.
