Frank, SpamCop doesn't shut ANYONE down.  All they do is provide a facility 
for people to report possible spam to ISP's, Web Hosts, and List Hosts.  If 
the ISP chooses to ignore the complaint and allows the spammer to continue 
how can you blame SpamCop?  Seems to me you want to blame SpamCop 
regardless of what the ISP does.  If the ISP doesn't stop a spammer it's 
SpamCops fault, If an ISP wrongly shuts down a legit emailier, it's 
SpamCops fault.

Actually its not a stretch at all because the whole SpamCop system is based 
on the whois and tracert utilities.  They've added some enhancements such 
as checking and recording open relays but it is the same basic program only 
automated for use by the average Internet user.

That 'odd reason' is because that is not the function of SpamCop.  SpamCop 
is a research and reporting tool.  It is the service provider's 
responsibility to take those reports and do the responsible thing with 
them.  Whether that responsible thing is to shut down the account, or to 
ignore the complaint as being frivolous, fraudulent, or in error is up to 
the service provider.  It is the service providers that are in control of 
these accounts where you should be placing the blame and venting your anger 
over innocent victims being shut down or spammers being allowed to continue.

I too appreciate the dialogue.  I continue the exchange not to change your 
view, but perhaps to help others understand better what SpamCop is and 
isn't, what they do and don't do, and to offer some counter balance to your 
opinion.  Reasonable people can have different opinions based on the same 
set of facts.  This isn't personal.  I don't have an interest in SpamCop, 
or wish you any ill will.
