I'd tell your friend to ignore these creeps. This is a scam. 
Plain, pure and simple.

You'll note that the "service" is presented as though going to 
a known spammer. "Your unsolicited commercial email message 
has been sent to..."

How much would you like to bet that as soon as your friend 
gives her list to them for cleaning, every address on it 
starts to get spammed massively?
