phBB (free), vBulletin (not free), and others around long enough to have
good chili pepper ratings are worth looking at.  There are many UBB-like
forums to choose from and it all comes down to features you want in your
forum.  You can tell how active their development base is by looking at the
support forums on each site.  It also gives you an idea of how each platform
works.
