The two most well known blogging tools (and both offer hosting)
are:

http://www.blogger.com
http://radio.userland.com

One of the biggest advantages to going to blogging in some form
right now is the ability to syndicate your content via rssfeed.
This makes your headlines (and/or content) available to the RSS
News Aggregators, which, imho, are one of the latest and greatest
upcoming things and may well replace traditional What's New kind
of email lists.
