I'm working on this right now using Perl - a programming language 
widely used on the Internet. I've modified my personal site - 
http://www.rosshall.co.uk - to feature a blog style interface that I 
intend on porting over to my commercial sites once the bugs are worked 
through.

I'll be honest and say putting together a blog interface hasn't been 
rocket science, which either means I've got it horribly wrong, or my 
knowledge management background is starting to find a software use!

At the moment I'm working on linking the update feature with an email 
feature, so when a new note entry is added the subscriber base is 
instantly messaged to let them know an update has taken place.
