Mark, since this term is usually used as a kind of antonym 
(word with opposite meaning) to "spammers", we could 
define it pretty simply as marketers who don't spam. 
Presumably, that's what makes them "legitimate."

 So what we come back to is the evergreen dilemma of 
how to define "spam", and that's something I woudn't dare 
to attempt here....
