What I have found works best is to
take the time to manually search
for ezines that match your target
audience, and propose a swap with
them.

Also, be sure to view archived
issues of the other ezine.

Ask them how they have obtained
their subscriber base, as well.

And finally, make sure there
is a comparable subscriber
base as far as size goes.

Another option that's a little
different, but worth checking
out is http://ezineadauction.com
While these aren't ad swaps, per
se, you can purchase ad space
very inexpensively in compatible
publications.
