What you really need is list segmentation. That means you have a single
list, and each person on the list can be assigned to categories.
Broadcasts can be sent to the whole list or to just a subset (category)
of the list. 

I'm current using EZezine and am happy with them. They offer up to 1000
sends per month free, but I don't think they offer segmenting. 

Consider looking at NetAtlantic. I reviewed them about a year and a half
ago and they looked very good in terms of capabilty vs. cost. I'm pretty
sure I remember that they support segmented lists, and their starting
rate is (or was) $15/month. You'll have to use their "cost calculator"
to see if you'll fit within that tier, but even the next bump up was a
lot less than the $50/month figure you quoted.
