For the moment, yes. At the very least, they've ended it for 
unconfirmed requests that come in by email.

I did a teleconference recently with Tom Kulzer, of Aweber, 
and we emphasized that conclusion rather strongly. I doubt 
that emailed subscription requests will fall below 99% bogus 
for a long time to come.
