I can give you a few ideas...

Ask for advertisers ;)  I know quite a few newsletters who offer
ads for $25 per month or 3 issues for $60   I know another local
newsletter (at a gym) gets $15 per month.  

I'm not sure how ads are considered for non-profits (are they
donations or not), that might make a difference ;) 

You might consider doing a survey, too.  Maybe folks aren't
seeing what they want in your newsletter?
