How to Manage the Block Senders List in Outlook Express
http://support.microsoft.com/support/kb/articles/Q267/3/05.ASP

"You can block messages from a particular sender or domain. The domain
is the name that follows the @ symbol in an e-mail address. When you
block a sender or domain, you do not receive any e-mail messages or news
messages from that sender or domain in your Inbox folder or in the news
messages that you read. When you receive messages from blocked senders,
the e-mail messages are sent directly to your Deleted Items folder, and
the newsgroup messages are not displayed. NOTE: To use the Block Senders
feature in Outlook Express, your e-mail server must be a Post Office
Protocol 3 (POP3) server."
